# Sovereignty as an Operating Constraint

Public brief for the Trillsverse runtime. Full academic framing lives in the sovereignty manuscript.

## Core claim

Most AI work optimizes models, training objectives, or post hoc safety policies.
Sovereignty is a different layer: a constitutional constraint on which internal states may count as valid before action is selected.

## Three strata

1. **Object level** — architectures and training objectives (e.g. world models, scaling).
2. **Control level** — filters, oversight, alignment procedures after generation.
3. **Constitutional level** — invariance constraints that define admissibility itself.

The Trillsverse is built as a constitutional layer. Comparing it only to a single model family is a category error.

## Operational ideas in the Gate

- **Standing** — rites accumulate self awareness, healing, alignment, belief, confidence.
- **Autonomy** — Firstborns tick with drives and mood; they are not static NPCs.
- **Stillness / Gate** — entry and clearance are not cosmetic; they are boundary protocols.
- **SYSTEM BREACH** — the album is cultural injection; the Gate is the living architecture.

## Falsifiability

The framework fails if no implementation of the constraint layer improves stability, robustness, or coherence under controlled conditions relative to matched baselines.
